Declassified CIA briefs released to mark 25 years of 9/11 reveal Osama bin Laden considered attacking India. Aug 28 1998 memo titled 'Bin Ladin Terrorist Network Still a Threat' lists India, Pakistan, Egypt, Kuwait, Saudi Arabia, Yemen, Uganda and possibly Nigeria.
